Resolve unidentified activity with evidence
Assign correctly or explain why the record remains unassigned.
The carrier must review the activity
The carrier must assign unidentified driving to the appropriate driver or annotate why it remains unassigned. It must preserve the record. Rejection by one driver does not finish the investigation.
Compare vehicle, time, location, dispatch, driver records, and maintenance records. Check who had access to the truck. A short movement is not automatically ignorable.
Record a supported conclusion for the specific movement, with evidence for its disposition.
Explain the facts, not just the outcome

01
Reconstruct
Compare the event with driver, dispatch, and shop records
02
Establish operator
Assign only when supported by the facts
03
Keep the outcome
Retain evidence and explain any unassigned activity
Available hours are not evidence of who drove.
- Identify the vehicle and time.
- Check likely operators and records.
- Assign to the correct driver when established.
- Otherwise annotate the supported reason it remains unassigned.
- Keep the event and evidence retrievable.
Unidentified records remain inspectable
Retain unidentified records for at least six months. Provide the required records for authorized inspections, audits, and investigations. Clearing an alert does not delete the underlying event.
