Use the nearby-rest guidance without treating PC as extra driving hours.
Running out of hours does not create permission
PC is not extra time to finish a delivery. FMCSA guidance allows qualifying travel to the first nearby reasonable safe place to rest after loading or unloading. The purpose must be rest, not better positioning for the next job.

Running out of hours does not itself create permission for personal conveyance.
The resting location must support the resting purpose, without advancing the load.
Choose the stop for rest
Check safety and parking availability. Record why the move was needed. Take the required rest before returning to work.
Off-duty does not mean safe to drive
Valid PC does not add driving or on-duty hours. The driver must still be safe to operate. Do not drive fatigued. A formal out-of-service order is a separate restriction; do not use PC to bypass it unless directed by the enforcement officer as allowed by the guidance.
